考える (かんがえる) = 考えられる (かんがえられる)

To conjugate う-Verbs into the Passive Form:
if the う-Verb ends with the character う, take the Stem-Form of the う-Verb and add the characters われる
if the う-Verb ends with any character other than う, take the Stem-Form of the う-Verb and add the characters a (attaching this “a” with the ending consonant of the Stem-Form to form a Japanese character) + れる.

Example(s):

買う (かう) = 買われる (かわれる)
使う (つかう) = 使われる (つかわれる)
